The Via Pribina project (PPP project – R1 expressway) is historically the first Public Private Partnership \u00a0(PPP) project of this scale in Slovakia.<\/p>

The project consists in the financing, design, construction, operation and maintenance of an expressway with two lanes in both directions and with a total length of 51.6 km<\/strong> for 30 years<\/strong>. The newly built expressway connects the city of Nitra and the village of Tekovsk\u00e9 Nemce. The project also includes the Bansk\u00e1 Bystrica bypass.<\/p>

The first three sections (Nitra – Selenec, Selenec – Beladice, Beladice – Tekovsk\u00e9 Nemce) follow the sections R1 Nitra – Trnava and Hronsk\u00fd Be\u0148adik – Bansk\u00e1 Bystrica, which create the 167 km long R1 expressway Trnava – Bansk\u00e1 Bystrica.<\/p>

The project was created by the Via Pribina, a.s.<\/strong>, a consortium, composed of VINCI Concessions and Meridim. Via Pribina, a.s. was a winner of a tender on the basis of a Concession Agreement with Slovak Republic represented by the Ministry of Transport and Construction of the Slovak Republic on March 23, 2009.<\/strong><\/p>

The construction was carried out by Granvia Construction, s.r.o.<\/strong><\/p>

The operation and maintenance of the Via Pribina expressway is provided by Via Pribina Operations, a.s.<\/strong><\/p>

The Via Pribina project is the so-called „green field project<\/strong>„. This name is generally referred to as projects that are implemented without restrictions arising from previous activities. In the case of motorway projects, it is the construction of a completely new road infrastructure. The opposite of a „green field“ project is a „brown field“ project. An example of a „brown field project“ is the reconstruction of existing road infrastructure.<\/p>

There are many models of PPP projects. The Via Pribina project is an example of the so-called DCFOM PPP project<\/strong>. The company Via Pribina, a.s. is a concessionaire of the public-private partnership (PPP) project of the Via Pribina expressway (51.6 km).<\/p>

The concession includes the design, construction, financing and a 30-year operation and maintenance of four sections of the Via Pribina expressway (Nitra – Selenec, Selenec – Beladice, Beladice – Tekovsk\u00e9 Nemce and Bansk\u00e1 Bystrica – northern bypass).<\/p>

The first section Nitra – Tekovsk\u00e9 Nemce (46 km) was put into operation no 28th<\/sup> of October 2011.<\/p>

The company Via Pribina, a.s. is a concessionaire of the PPP project – expressway Via Pribina: Nitra – Tekovsk\u00e9 Nemce and Bansk\u00e1 Bystrica – northern bypass.<\/p>

Company activities<\/strong><\/p>

The concessionaire presmerovanie Via Pribina, a.s. is responsible for the design, construction, financing, operation and maintenance of four sections of the Via Pribina expressway over a period of 30 years. Granvia Construction s.r.o, the main developer, was directly involved in the implementation of the project.<\/p>

Via Pribina Operation, a.s. is responsible for the maintenance and operation of the expressway.<\/p>

Consortium<\/strong><\/p>

The company Via Pribina, a.s. forms a consortium of two shareholders. These are VINCI Concessions and Meridiam Infrastructure. Both companies have a long tradition and expertise in development of PPP projects and concessions. The Slovak PPP project – Via Pribina expressway won two prestigious PFI Awards in 2010 and 2013.<\/p>

Public-private partnership project or PPP<\/strong> generally refers to forms of long-term cooperation between public authorities and the business sector.<\/strong> The aim of this cooperation is to effectively ensure quality public infrastructure and public services for citizens.<\/p>

The PPPs allow the public sector to leverage private investment and use the state budget to finance public infrastructures and services. Thanks to this method, the public sector also benefits more from the know-how and working practices applied in the private sector.<\/p>

The public-private partnership model enables the public sector to ensure the construction and possibly subsequent maintenance and operation of infrastructure, the implementation of which is financially demanding and needs to be built in a short time. Public-private partnership projects are usually long-term contracts (30 years for the R1 project) and the effectiveness of the public-private partnership results from the synergy created between the different services provided (design, financing and management, construction, maintenance and operation), which covers one private partner.<\/p>

Abroad, PPP projects are used to build and operate not only roads, but also, airports, urban lighting, retirement homes, etc. PPP projects have a long tradition, especially in the United Kingdom and Northern Ireland, where PPP projects began to be used in the late eighties.
