General information

The Via Pribina project (PPP project – R1 expressway) is historically the first Public Private Partnership  (PPP) project of this scale in Slovakia.

The project consists in the financing, design, construction, operation and maintenance of an expressway with two lanes in both directions and with a total length of 51.6 km for 30 years. The newly built expressway connects the city of Nitra and the village of Tekovské Nemce. The project also includes the Banská Bystrica bypass.

The first three sections (Nitra – Selenec, Selenec – Beladice, Beladice – Tekovské Nemce) follow the sections R1 Nitra – Trnava and Hronský Beňadik – Banská Bystrica, which create the 167 km long R1 expressway Trnava – Banská Bystrica.

The project was created by the Via Pribina, a.s., a consortium, composed of VINCI Concessions and Meridim. Via Pribina, a.s. was a winner of a tender on the basis of a Concession Agreement with Slovak Republic represented by the Ministry of Transport and Construction of the Slovak Republic on March 23, 2009.

The construction was carried out by Granvia Construction, s.r.o.

The operation and maintenance of the Via Pribina expressway is provided by Via Pribina Operations, a.s.

The Via Pribina project is the so-called “green field project“. This name is generally referred to as projects that are implemented without restrictions arising from previous activities. In the case of motorway projects, it is the construction of a completely new road infrastructure. The opposite of a “green field” project is a “brown field” project. An example of a “brown field project” is the reconstruction of existing road infrastructure.

There are many models of PPP projects. The Via Pribina project is an example of the so-called DCFOM PPP project. In this model, the concessionaire is responsible for Design, Construction, Finance, Operate and Maintenance

Public-private partnership project or PPP generally refers to forms of long-term cooperation between public authorities and the business sector. The aim of this cooperation is to effectively ensure quality public infrastructure and public services for citizens.

The PPPs allow the public sector to leverage private investment and use the state budget to finance public infrastructures and services. Thanks to this method, the public sector also benefits more from the know-how and working practices applied in the private sector.

The public-private partnership model enables the public sector to ensure the construction and possibly subsequent maintenance and operation of infrastructure, the implementation of which is financially demanding and needs to be built in a short time. Public-private partnership projects are usually long-term contracts (30 years for the R1 project) and the effectiveness of the public-private partnership results from the synergy created between the different services provided (design, financing and management, construction, maintenance and operation), which covers one private partner.

Abroad, PPP projects are used to build and operate not only roads, but also, airports, urban lighting, retirement homes, etc. PPP projects have a long tradition, especially in the United Kingdom and Northern Ireland, where PPP projects began to be used in the late eighties. At the end of the 1990s, countries such as the Netherlands, Portugal, France, the USA, Canada and others began to use PPP projects.

The company Via Pribina, a.s. is a member of the Slovak PPP Association, whose main goal is to support and develop PPP projects in the Slovak Republic.

The Via Pribina expressway is historically the first project of this scale, created by a public-private partnership (PPP) in the field of road infrastructure in Slovakia.

The project consists of securing the financing, design, construction, operation and maintenance of an expressway with a total length of 51.6 km and 30 years of maintenance. The newly built expressway is located east of Bratislava and connects the city of Nitra and the village of Tekovské Nemce. The project also includes the Banská Bystrica bypass from 2012 onwards. The sections of construction were Nitra – Selenec, Selenec – Beladice, Beladice – Tekovské Nemce and Banská Bystrica – northern bypass section. The section Nitra – Tekovské Nemce will connect to the sections R1 Nitra – Trnava and Hronský Beňadik – Banská Bystrica, which will create a 167 km long line of the R1 (Trnava – Banská Bystrica) in the future.

  • 1st section Nitra, west – Selenec in the length of 12.6 km
  • 2nd section Selenec – Beladice in the length of 19 km
  • 3rd section Beladice – Tekovské Nemce in the length of 14.3 km
  • 4th section Banská Bystrica – northern bypass in the length of 5.7 km
